Engineering and operational setup
The project focuses on the structured and digitized management of the entire preliminary investigation process (iter di istruttoria) for building amnesty applications (condono edilizio). The initial phase involved the technical-operational setup and integration with the City of Rome’s digital ecosystem. By enabling access to domain systems—including CESARE, WebGIS, SIAE, and SICER—the RTI (Temporary Grouping of Companies) personnel achieved full operational status, ensuring procedural efficiency and uniformity from the very first stages of access to the Administration’s IT environments.
Specialized training and digital assets
The core of the intervention involved taking charge of the process, supported by a high-level training program covering building regulations, constraint procedures (procedure vincolistiche), and urban planning files, consolidated through on-the-job training.. In parallel, the project enabled the transformation of physical archives into digital assets. Thanks to the implementation of advanced acquisition tools, paper files have been integrated into the information systems, ensuring full traceability and digital preservation of the entire investigation process.
